How to issue a refund from Indian PayPal account

Hi All I need to issue a refund to my customer based in the USA. When I try to issue a refund, the error message says there's no PayPal balance to do so. I know that as per RBI rules we can't have a PayPal balance and all payments are transferred to our bank account in INR. So I can't add a fund then how can I refund? Please advise. Customer care in India is also closed due to the Corona related lockdown and I can't keep my customer waiting. Please help me
