Stuck on "Add credit or debit card"

I'm having an issue with the payment for my ebay purchase using paypal. I'm being prompted to add my credit or debit card on the site even though I already have mine linked. Upon completing the details and clicking "Add", the page just refreshes and does not proceed. 

I get the same problem with different browsers and on my phone using the ebay app as well. I have been trying to find a solution to this problem for 3 hours to no avail and I am very frustrated because of this. Any help is appreciated

It's possible that the payment you're referring to has been stopped by our internal security system.

This is similar to the way most banks and card companies work. When a payment is stopped, it's not a reflection of you or your account activities, but rather we've noticed a pattern associated with higher-than-normal risk.

Here are some things you can do to help improve the chances of successful payments:

• Confirm a card in your Wallet.
• Send the payment using money in your PayPal balance, rather than using a card

Welcome to PayPal community. 

If you've tried to link your credit or debit card, but received an error message, kindly check Here for possible reasons.

To make payment using the card that is already linked to your PayPal account, kindly select PayPal as your payment method at eBay checkout and enter your PayPal account information. You will no longer need to manually add your card.

I'm having the exact same problem. I already have a linked card, its shown in my paypal account when i log in. But when it comes to checking out on eBay, it doesn't matter how many times i try to add the card informations, its always end up with the same page and i can't complete logging in to paypal to finish my eBay purchase. I find out many users having this problem but you are not offering any usefull solution. What you are saying is already written in Help Center but unfortunately it doesn't help us.
