Seller refund won’t come through

I bought a virtual account off someone via friends and family, i accidentally sent a payment twice. He issued a refund I believe on the 6th, I was told it would be out of “pending” and I’d be refunded by the 9th and it’s now the 10th.. I’m in my own predicament with having to pay my phone contract yesterday, I’m desperate for that refund..

im self employed, in this pandemic going on I don’t have any source of income so the very little funds I do have, I NEED it. I’ve tried talking to an agent who said he can’t make it accepted any quicker, I’m not sure why it’s taking so long

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

Can take 5-7 working days to clear, the date given is an estimate dependent on the banks clearance times.

Also be very careful as if the refund fails you won't be able to open a dispute because you paid using the friends/family option negating any buyer protection. Secondly you risk your account being limited as its against paypal rules to use that option to pay for purchases.
