Problem making a payment to a payee

I am unable to send a payment to a paypal account. It just says "unable to process at this time". I think the payee might be in India, if that has anything to do with it. I am in the UK.

Is it a personal payment or a Goods & Services payment?

It was a personal payment. Should I try Goods and Services next time? Is that an option I can select? Thanks!

PayPal accounts in India are not able to send or receive Personal/Friends & Family payments.

The question about sending a Goods & Services payment instead—you will need to ask PayPal support about this.
