Payment method stuck on pay pal credIt

I cant make a payment linked to my checking account. The only option is pay pal credit. This applies to ebay, us based online retailers. I attempted to call pay pal and got nothing. Essentially my account is useless and a non english speaking moron was no help !

Go to your Account Settings (wheel icon) > Payments > Payment for online purchases

Next to Online Purchases, click Change, select your checking account, click Confirm.

Then try the purchase again.
