PAYPAL NOT LETTING ME SEND MONEY!

Whenever i try to send my money to my friends, It ask's for payment info even though i already have verfied my prepaid credit card. How to fix this so i can send money to friends using my Prepaid Visa Gift Card? Thank you

Each time you make a payment, our Security System assess the risk associated with the payment. Depending on the risk found, different payment methods may not be available.
