Not seeing 'send payment' option on my account

Hi I live in Ireland, have an active functioning personal paypal account linked to my credit card for payments. I want to send money to 'friends/family' in the US but when I click on 'Send & request payment's ' on the home screen of my account the screen seems to freeze and doesn't bring me through to a payments screen. Is anyone aware of problems with this functionality today in Ireland?

Any help or suggestions would be appreciated.

Try clearing your browser cache and PayPal cookies and restart device.

I  tried your sugestion and re booted my laptop with no success. I got the person I'm trying to send money to, to  send me a payment request and then I updated my credit card details with the 3 digit security code and made this card my default payment for shopping and spending. But even after all this, still no success when I click on 'send payment'  - the screen just goes blank and I don't receive an error message nor a time out one. I think I'll have to phone paypal in the morning.....

Using another browser sometimes works with glitches.

Thank you. I didn't need to try this as the person I wanted to send money to sent me a payment request and I was able to click on this instead. So all sorted eventually.
