Nightmare with eBay refund

I have been trying for over a week to process a refund on eBay to keep my account in standing order.
When I try to process a refund I am met with 'There was a problem sending your refund to the buyer. To try again or to see what's wrong, go to PayPal'.
At first I thought it was because my bank cards were unconfirmed, so I got a friend to send me money directly to my PayPal to give me credit, I was able to refund one buyer by transferring them funds directly from PayPal, but my other buyer would prefer to do it via eBay.
Even with credit available on Paypal, I was still prompted with the same message when trying to refund the buyer. Now, both my bank cards are confirmed, and it will STILL not let me process the refund and prompts the above message.
What am I doing wrong here?
