I tried to send money to my employee, but I couldn't complete it.

It asked me to verify my phone number, and it said to me like that, "Sorry, we couldn’t confirm it’s you"

I can't solve this problem.

you must for your security and PayPal rules verify your mobile number . verify and send your money successfully.
