If the other authorization isn't claimed by the merchant, it times out in a week up to 30 days and drop off from your PayPal account. If you no longer see it pending and it moves in to your recent activity, than means you were charged twice and you'll need to contact the merchant to refund you. If that fails, click on the duplicate transaction and click "report a problem".
