I hope you are doing well. Basing from the message that you have received, the card might be linked to an old Paypal account that you might have created before. In order for you to link that card successfully, that card must be removed from the other account. If you don't recall creating a Paypal account or you did not authorized adding that card to that existing paypal account, I suggest that you may contact us via chat support so we can have a closer look on your information. You may contact us via chat support. Just login on your PayPal account, go to Message Center. Then choose the option for Chat. Our friendly customer support teammates are willing to assist you.
