I have noticed that it does not depend on the shipping address (DE or NJ) This happens when the seller accepts payment through GPay and it is possible to choose different payment methods. Please help my business in danger.

After a lot of calls with ebay, they have finally admitted that this is a block they have in place whenever you buy too many time from the same seller, but informing a different shipping address for every purchase. So, this error message is just masked. This is my personal experience and I hope it helps others.
