Caught onto a Scam but why am I being left out of pocket?

A ebay user bought books for £37.
But there address was from UK. But they wanted me to send the books to Holland.
The user had 0 feedback which got my alarm bells ringing.
Luckily I read and watched youtube videos to know if you post to another address thats not the payment address. All the buyer has to do is claim parcel didn't arrive and the scam is a success.
They failed with their potential scam so why am I still left out of pocked with a Paypal cancellation fee?
Feels like I've been scammed twice, one by the customer which thankfully was a fail and one by the Paypal fee - Doesn't seem right!
