My problem is quite simple. I can't buy anything on internet because I don't have a credit card linked in my account, but I do have a bank account.
How am I supposed to use the paypal balance if it forces me to link a credit card? What happens if someone doesn't have a credit card to link?
Thank you in advance.

They are not trying to transfer funds, they are trying to pay for items.
They already have a bank account linked.
You 'may' be able to use the balance on another type of transaction but to continue using paypal you need to add a card.

For some transactions OR at some point Paypal like you to add a card to act as a back up funding source and verify your account.
Also they sometimes block bank transfers if you have had one fail at all or had a negative balance.
If you don't have a card then you may not be able to make the purchase.

Let me see if I got it.
If I don't have a credit card, my paypal balance is taken from me? Locked forever?

Probably no, that's why I questioned instead of affirming anything. Sorry if it sounded harsh.
@nevadasmith
I'll try it for sure if I can't use my balance(for online payment) without a credit card.
Okay, think I got it.
To be able to purchase or make payments with my PayPal balance I would need a credit card but I can send my PayPal balance to my linked bank account?

So that's why I cannot pay recently, probably the last few years. PayPal has apparently become some type of credit card/bank account middleware. I wonder why would anybody want to use that. Cryptocurrency it is then.
