I have two cards linked to my account. Neither by themselves can make the purchase I want to make. However together they will have more than enough. Will PayPal use both?

No. If not enough credit/funds on card, card will decline. If you pay with PayPal balance or bank account as main funding source, paypal will use card that you choose as back up during payment.
Kudos & Solved are greatly appreciated. 🙂
