Snail Mail Inquiry

Has anyone received regular mail instead of email which is always the way paypal always communicates with me?  I finally got an agent on the line and he found my account then gave me the number to synchrony, and they couldn't find my account and wanted to transfer me backto paypal credit.  One big circle and when they transferred the call it didn't work.  The letter says that they could not reach me via email.  So strange, is it a scam?

This is a scam.  I am getting these too.  If you called them and gave them info, they will probably hack your bank account.
