Why does PayPal continue to hold my money and stand in the way of my business emergencies

This is an ongoing issue with PayPal I mean I have a rental business but it can’t be much of a business if you people continue to arbitrarily hold my funds now a client has sent me $1800 and I can’t get it for seven or 21 days there’s no rhyme or reason for this to occur there is no justification for this the money is there and you guys are holding it and garnering interest on it who you have also charged over $66 in fees fees for what you don’t give me my money so we’re good are you can you please advise what am I to do furthermore maybe you can advise how I can avoid this in the future this is not just arbitrarily OK this is unacceptable you’re standing in the way of my business and my business is now at a competitive disadvantage because my bills can be paid to the people who I have to pay this is me in renting the properties never my taxes never mind emergencies now New York there was a flood in one of our properties and I know I can’t pay the restoration company because you’re holding up my money what am I supposed to do do you realize how unfair this is

I mean this happened last time I got paid from Airbnb it is not for a purchase therefore I cannot add a tracking number or anything of the like this was a client paying for a rental now this is absolutely disgusting and they charge $66 in fees as well for what the client asked if she could send a check I was against us because thought it would take to work but this will probably even take longer this is so unfair unacceptable and I just want to contact the police because you were stealing my money you were making interest on it you’re not giving me any interest and on top of it all you charge $66. I believe that that some should be refunded to at least send it because again what help did you provide could’ve sent a check via snail mail and then I would’ve got my money faster that I could pay to the restoration crew in New York like the goal of PayPal to do this I have heard many horror stories it happened to me last time I receive money from Airbnb and now again as such I have no choice but to seeing business why because PayPal has made it unbearable that is something that is not fair I cannot even speak to anybody to make sure this doesn’t happen again PayPal you were standing in the way of my business

Since eBay has purchased Psypal, they have decided to treat the sellers here the way they treat us on their auction site.

Your a few years out of date, Ebay does not own Paypal and has not done for 7 years !!

Also Ebay are gradually dropping Paypal on ebay for their own 'managed payments' although you can still pay with Paypal at the moment.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner ie 7 days after the buyer verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
