Do you mean you can't checkout with PayPal at all in general or its just not offering PayPal Credit (virtual credit line) as a funding source?
PayPal reserves the right to restrict use of the credit line depending on the circumstances of your transaction. If PayPal Credit is not offered, then it is recommended that you choose another preferred payment method to complete transaction. PayPal Credit is integrated into PayPal Checkout and various risk factor algorithms goes in to deciding whether to offer it to you or not. So, its not happening...PayPal's not giving the OK with this purchase, basically.
