what to do when person under 18 requires business account?

How do you set up an account for a person under the age of 18 so they can accept payments for their business?
I've been told so many different opinions from stafers at paypal, really not sure what to think as they have all been completely contradictory.
She has applied for TFN, ABN and business name and is legally allowed and expected to do all of those despite her age and is also required to have them in her name as putting them in her parents name (mine) would be fraudulent according to the ATO.
I'm failing to understand why all of the official government departments are insisting that she do it properly and truthfully, yet PayPal are insisting that we lie and put it all in my name so she can accept payments online. Surely with me as the guarantor, being over 18 and happy to take full responsibility for the account, she should be able to submit all of her legal documentation to prove that she is the owner/operator of her business and run her business and PayPal should accept that, knowing that if things did go belly up, I've guaranteed that I would accept the responsibility for it... there's no way it could go belly up, she's literally selling the books she wrote, isn't expecting to make much money but is using it to promote awareness and raise funds for people living Ehlers Danlos Syndrome. I just feel like there must be a simpler way than just refusing to allow her to have an account?

"If you are an individual, you must be a resident of Australia and at least 18 years old to open an Australian PayPal account and use the PayPal services."
If the name don't match on the business docs to the name on PayPal account, it won't work. Although see if she can add you as an officer (treasurer?) of her company and authorized operator of the PayPal account. But her not being 18 may complicates things. Need to ask if that would work.

That's actually a very good suggestion, I will see if that works. I can't see why it couldn't. As technically I would be acting on her behalf (as the ATO have already stated on all the other documentation), so I would be in charge of the account as the business "secretary" which is actually what I'm doing for her. But the account would also be truthful in the fact that it's registered to the accurate business name. So 100% honest and accountable.
