I believe the below to be a scam - correct?
Hello Bill <removed> ,
We hereby want to assure you once again that the total sum of $2,300.00 AUD will be credited into your account as soon as you provide us with the complete details of the PAYSEND used to send the additional fund of $950.00 AUD meant for the item pick up to the buyer's pick up agent. We also want you to know that your money has already been deducted from the buyers account and it cannot be returned back to him which means that it is secure with us but has been put on hold and will not be credited into your account until we receive the necessary details from you. The PAYSEND information's needed are the Receipt and the sender's name and address used to send the money. This information will be given to you by PAYSEND after the money transfer has been done.
We are sorry for any inconveniences this might have caused and we want you to know that the total sum of $2,300. 00 AUD and available to be credited into your account as soon as the necessary step is taken by you.

It's a scam. It reads so disingenuously.
PayPal don't send emails like that to you, nor do they "speak" like that. IF someone really sent a payment, you get a basic email of who paid, how much, for what, transaction ID number and shipping address (if needed). That's it. Not all that rigmarole and over assurance. Even if PayPal put the payment on hold, it'll show up in your account first and say "On Hold" in red. PayPal also doesn't hide payments from you asking you to pay a third party first. Nor to buy gift cards. Nor to provide tracking number before depositing funds into your account, just after and it is optional.
PayPal knows you got enough sense to ship item out after you get a email confirmation and don't need all these extraneous directions. Buyer pays for item price and shipping costs and you designate how it is shipped so you can get tracking number, not them.
