Transferring fund

I trying to transfer current PayPal balance to my card and it's declining for some reason and I cant figure out why

Is it a card you can transfer to in your country? Some countries only accept withdrawals to a visa credit to check in your countries user agreement.

Have you confirmed the card with the 4 digit code?

Does the billing address of the card match your paypal account address?

Can you card accept the currency that you are withdrawing?
