Max transfer amount and PayPal use in Panama

Hello,

I'm looking to purchase a boat in Panama. I have my US bank account linked with PayPal.  

Does anyone know the max amount to transfer?  

Can I transfer to someone with a Panama bank account linked with PayPal?

Panama PayPal accounts can only link with US bank accounts so the recipient won't be able to withdrawal their money to a Panama bank account. They'll have to spend the funds received paying with their PayPal balance or PayPal is not an option for them.
