How does the new $20 inactive charge work?

I just saw PayPal is going to be charging $20 for inactive accounts and yet I do not see how often this will occur and or any idea of the duration of a inactive account is before they charge you? Also is a active account needed to use zoom to receive money?

Just log in once a year, then again you should periodically login anyway to check up on your account and keep it from any limitations. If you want to Xoom money from your PayPal balance to a bank account, yes, you would need an active account.
