Can I receive overseas payment, and what is the charge to transfer from paypal to indian account?

I am from India. I was told that unless I inform Paypal, I might face problem when someone from overseas (USA) is transferring to my paypal account in India. Is that true?

Also, could anybody tell me how much is the charge to transfermoney from my paypal account to my savings account in India?
