should I cancel my acct.

I got an email that my purchase was declined because my fund limit was not high enough.  I did not make a purchase!  I changed my password but I am wondering if I should cancel my whole account?

Check if the email is fake or not by checking the email header or raw text via your email client or forward the email to spoof at PayPal dot com
