"Confirm Receipt" for service-based transaction when work isn't complete?

I sent a plumber $700 to work on my house. He says this money is on hold until I “confirm receipt” of the order. Should I do this if the work is not yet complete? If I do this, am I telling PayPal the work is complete and I won’t be able to file a dispute later on? Or will the transaction still be protected?

No, don't confirm anything until he has finished, personally i wouldn't have paid in the first place until the work was done.
