iCloud Keychain password

PayPal won't let me use the "strong password" recommended by iCloud Keychain. Why is that, and how can I create a strong password for PayPal on iCloud Keychain. Thanks.

Could there be some characters in the iCloud Keychain generated password that PayPal may not accept? Just change the characters that's not allowed if any to something else and see if you can save that to iCloud Keychain.
