A friend sent 12.00. a fee of 65 cents was charged, so I got 11.35. why fee charged?

Friend may have sent you a goods and service payment in error or they don't have ability to send you personal payment as not all PayPal accounts can send personal payments either because of PayPal policy or the feature was abused and got disabled by PayPal.

Have to train your senders to change payment type under the amount field during the payment process when sending personal payments.
