Why does PayPal take so long to resolve issues?

I sent a message via the virtual agent system and it sent back that i would take a few hours for someone to get back to me. Why does it take so long? Is this normal?

Gosh thats quick, you are lucky, can be up to a week for a reply if you get one at all that is.

I never got a reply back, 😂🙄😠 Still waiting, I'm probably just going to ring tomorrow. Hopefully, I don't spend a week waiting on hold! @kernowlass
