According of to NSW Fair Trading this company is in breach of new 2018 changes to law concerning bulk buying and onselling of tickets. Can PayPal stop them?

I'm not sure if pay pal can stop them, they act just like a bank. The same laws apply here in qld regarding on selling of tickets. I currently have a dispute raised with PayPal to attempt to get my money back, otherwise this will be going through to fair trading along with the what part PayPal has played in the transaction. I'm looking to see if PayPal can be held legally responsible if funds are not returned for a known fraudulent company
