Unable to add 6 digits as a ZIP code for Belarus

Hi! I'd like to create an account with a Belarusian address, but PayPal does not allow me to add 6 digits (limited to 5) as ZIP.

I am creating the account from Germany, and I was wondering if there is any security mechanism which limits the number of digits based on which country  you create the account from, or it is simply a bug.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
