UK Website making sales in £ but we cant open a UK Paypal account. So Paypal is taking >4% fee

We have a UK website making sales in pounds. 

We have a business paypal account but it is based in Australia, 

We cant set up a UK paypal account because paypal requires a UK phone number and a person in the UK. Why? 

 

Paypal takes a foreign transaction fee of 4%. on every sale, even if we keep the funds in pounds. Its very lucrative not allowing Paypal accounts in other currencies. Does anyone know any other reasons for this? Paypal gives the excuse that its foreign banking laws when clearly that's not the case as evidenced by the fact we can open a Transfer Wise bank account in the UK  with an Australian mobile and no person present.

Paypal is country specific so you have to open a paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

The only solution we can come up with is Google Pay.
