Someone sent me money via transfer, but he got a notification that the transfer is delayed.

Is this true? I am quite suspicious about this, because I haven't seen anyone talk about this or Paypal ever said anything about this.

Highly likely its a scam.

Do not send or do ANYTHING until the funds SHOW in your paypal account balance.
