So I have someone from the US claiming I need to buy a $100 steam card in order to receive money.. do I have to actually buy it ??

They are scamming you. You will lose all of the money you spend on that steam card. They are doing the classic "gift card" scam. DO NOT GIVE THEM ANYTHING.
