Sending $$ to a family

Hello,
I thought sending money as a gift or donation is free of any PayPal fees, why am I getting charged for doing so? Can I get a clarification please?

The friends / family option is not available in every country, however if it is available in your country then its only free if funded via a bank account or funds in your paypal balance. If you use a card then you still pay the same fee as goods / services.
Advice is voluntary.

I still have a dollar fund in my account and wanted to send money to my grandson. But I can proceed at sending the fund. Is it not allowed in the Philippines? My sister here used her $ fund when sending money to relatives, why can't I?

***I can't proceed. The other day I was allowed to send money BUT there was a Paypal fee, hence I seek help. Now, Paypal suddenly DOESN'T ALLOW me to send money. I still have a few dollars in my account. What's the real issue here?
