I send a 300 dollars payment through banking debit credit. The recipient said he needs to pay 100 dollars for a clearance fee otherwise he could not give the payment and asking me to pay him more. He is lying, right? The fee could not be that high. This is the screenshot that he send it to me.

Hi @she1la,
I'm sorry to hear that you're being told that you have to pay more in order to get the payment to go through to a recipient. There would not be any kind of clearance fee. A person receiving a payment has a small fee deducted from the payment they receive automatically, but nothing like what you have described or shown. The screenshot is not legitimate.
If the payment was sent as a Goods and Services payment, you will have the ability to open a dispute for Item Not Received in the Resolution Center.
