Refund cost from PayPal as buyer made a mistake

HI My buyer paid straight away and didn't wait for my invoice as detailed on my listing. ie I will invoice you £100 with £650 cash on collection. So I get hit £25.35 on the £650 If I refund him so he can pay the £650 on collection do PayPal hit me for the3.9% on the £650?

The fee is no longer returned as part of the refund you send the buyer, so you would still be hit with the fee.
