Received money for goods and services should have been for personal

A friend sent me money for a gift and accidentally sent it for goods and services rather than friends and family. It took out a fee and I received a message asking for my ssan for tax info since I receive money for goods and services, which is not the case. I understand I can issue a refund and lose out on the fee, but will paypal still expect me to provide my ssan for tax info??
