Is this a scam? What should I do? Today I received an unexpected payment of $1 as a payment for goods/services with a note "Because I can" through PayPal. I don't know the person who sent me the money & don't now why he sent it. I don't know if by sending me money, he might then try to open a dispute with me or something like that. I'm wondering if I should refund the money or if that might start up something phishy. What do you think?

If you received a payment from someone you don't know, I would suggest you issue a refund. Once you refund the payment, they will not have the option to open a dispute against you.
