Someone said he sent me money thru paypal but hes asking for me to pay deposit charges. Is it possible?

Sounds like a scam, sellers don't pay upfront fees, any fee is auto deducted by paypal before the remainder is credited to your balance.
No funds in your balance = you have not been paid, even if pending or on hold the funds would still show in your paypal activity or balance.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
