Paypal Scam?

I have only opened a Paypal account to receive supposed "Settlement Litigation" from 1800Contacts in the amount of $633 in the 1800Contacts vs Thompson case.  Supposedly handled by CPTCorporation.  I have received emails saying the funds are ready to be transferred - just open a Paypal account to receive them!  Paypal says it has sent 2 microdeposits to my bank account for confirmation, but my bank shows no such thing. I sent a copy of the supposed "Paypal has received your settlement litigation funds" email to paypals spoof reporting email and received two email replies. One in Portuguese and one in Italian. (?!)  Just contacted service center by phone after using the security check and the rep kept saying, Did you enter the microdeposit values? After I said, "No microdeposit values have shown up!" I asked why Paypal hadn't sent any values. By the way, the entire conversation I heard a million voices in the background and a loud echo of everything I said. She didn't know why they hadn't sent the values. Then she said it would take six days to show up even though on the web site it says 1-2 business days. I am skeptical of anyone offering to give me free money so I can't help wondering, is this whole thing some elaborate scam to obtain personal info including mobile phone number, bank account into, electronic signed signatures, voice recordings?  I did internet searches trying to find out if this is a legit operation but could find no concrete answer.  I fully expect the microdeposits will never show up. Paypal wants me to use the "instant verify" method which involves the release of even more  private data. Yet, why should I when their customer service rep is either a robot or someone who "for security reasons" cannot reveal where their call center is located, and who I would never be able to talk to again?  What kind of company only pays settlement checks that require a Paypal account?  Anyone out there with similar problems opening Paypal account to receive funds?
