Question on fees for online payment

I see that PayPal lists 0 fee for online purchase in the us. But they also list using a credit card linked to PayPal issues a 2.9 fee. Does this apply when you use a credit card linked to your PayPal when purchasing online?

Buyers don't pay fees however they fund their purchases, only sellers.
