I haven’t received my payment yet even though the buyer said he sent it and I’ve received emails saying they had to send an extra 900$ and I have to pay it back in cash to the western union?

That's a scam alright. No one pays "extra". PayPal doesn't require you to use a third party payment processor. Even if a buyer sent you a wrong amount, you can just issue partial refund within the payment (no need for western union), IF they REALLY sent you payment.
If an extra $900 did come through, I would issue refund and move on because the sender can be using stolen financial information and you withdraw this money and sent it back via Western Union and then a PayPal dispute for unauthorized payment is filed on you, you are liable for that money.
