Paypal not always sending two factor authentication prompt

I have two factor authenticate turned on for my account.  It typically prompts me for a passcode that is sent to my phone number. No problems there. But - for one of the sites that I occasionally buy from, I don't get a prompt. It simply signs me in based on password.  Any reasons for that anyone can think of for that behavior?
