Paypal Payment Scam yes or no ?

I have a transaction Query a guy wanted to buy a jacket, but he was saying that according to Paypal policy I need to ship it off first and then send Paypal a shipping invoice to claim the money .

I really dont think this is true and could be a scammer. Should I not receive some type of notice on the Paypal account ?

I honestly dont believe this is the case.

He, Also asked me for a cell number and pay extra for shipping to West Africa, I already thought it was dodgy then TBH.

I did see there was a similar post about this, Im sure its the same case, How can I report this persons number and email he was using ?
