Payment request by email

Hi,

I foolishly purchased some Chanel glasses from a French site which was a front for a dodgy Chinese rip off. I received a cheap pair of Ray Ban knock-offs from China. That was 6 months ago. I used MasterCard to pay.

Now I am receiving daily payment requests via PayPal, I know it’s from the same enterprise because they use my partner’s name and my email:

Xxxxxxxxx( Chinese writing) sent you a money request

NOTE FROM xxxxxxxx:

Dear VIP Users N***** N***, to give back to our regular customers, our shop is now carrying out the sales promotion activity,You only need to pay 7. 99€ for packaging and shipping,you will get an extra gift worth of 25. 99€, Activity Deadline: December 31th. Regards! Id like this to be stopped. How do I go about this?  And why does PayPal allow these crooks to operate? Thank you.
