Overseas and my card has been locked and can't call PayPal as they are closed.

How do I contact PayPal Business Mastercard when I am overseas? they are closed and I can't access funds.

I am sorry about your issue. In general, before travelling you should contact us for setting your card. Here is how https://www.paypal.com/us/smarthelp/contact-us. Please contact us by clicking 'Help & Contact' at the bottom of the PayPal homepage. You will find the option to call us when you are abroad.
