Just created my new account, am here in KSA, then suddenly an sms appeared that my card just purchased a $1item in Luxembourg . Is it normal?

Are you sure its a purchase and not the $1 amount thats sent to your card issuer when you add a card to make sure the card is genuine?

You may then have to confirm the card, the $1 should drop off but the amount to confirm the card would only be refunded when you enter the 4 digit code.

I can only give you an info link from the US as I don't have one for your country but its a similar process.
