Hi! I recently got an email from PayPal saying that a new login had occurred under my account (I had not done this). When I clicked a link through the email to change my password, PayPal asked for a lot of information including bank details and even my PIN. Is this legitimate? Thanks!

Nope, not legit. It’s a phishing site. Refrain from clicking links in emails. Log on directly at PayPal website, usually whatever the matter is, your account should corroborate to what the email says.
