Sounds as if you are getting FAKE SCAM PAYPAL EMAILS.
If anyone has paid you then the funds would be showing in your paypal account balance, even if pending they would still show.
Paypal does not expect sellers to pay a buyer anything for any account related issues apart from a genuine refund after the funds SHOW in your balance.
